January 4, 2023 GOP deadlocked over House speaker vote

house speakers

Two colleagues had spoken up to say they would join Greene in such a vote, giving her enough to defeat the speaker if all the chamber's Democrats voted to do the same. That's what the Democrats did when a motion to vacate the chair ousted the last Republican speaker, Kevin McCarthy, last fall. Just such a "motion to vacate the chair" was filed against Johnson in March by Rep. Marjorie Taylor Greene, R-Ga. But Greene has yet to make the motion "privileged," which under the rules would necessitate a vote within two days. Scalise, if elected speaker, will inherit the same narrow Republican majority that must deal with a Senate and the White House controlled by Democrats.

The job of the Speaker is to keep the House in order and to assign committee memberships and chairmanships. In a secret-ballot vote on Tuesday night, Mr. Johnson got 128 votes, with 44 Republicans voting for nominees not on the ballot, including 43 for Mr. McCarthy, whom many view as unfairly ousted. Still, in a separate vote afterward, only a few Republicans indicated they would not back Mr. Johnson on the floor, while about 20 Republicans were absent. The speakership reached its apogee during the term of Republican Joseph Gurney Cannon (1903–1911). He determined the agenda of the House, appointed the members of all committees, chose committee chairmen, headed the Rules Committee, and determined which committee heard each bill.

Johnson faces backlash from hard-right members of his party after he joined Democrats on Saturday to pass a critical foreign aid package that included $60.8 billion of aid for Ukraine. Republican Reps. Paul Gosar of Arizona and Thomas Massie of Kentucky have signed on to the motion to vacate, which Greene authored but hasn't yet brought to the floor as a privileged resolution. University leaders have been toeing a line on how to express disdain about antisemitic language and enforce university policies while also allowing students to practice free speech, as they face accusations that colleges are not doing enough to protect Jewish students. And tensions have reached a fever pitch at some of the nation's most prestigious universities in recent days as the demonstrations have worn on. Shortly after reconvening Wednesday night, the House voted to adjourn until noon Thursday — with still no speaker elected. Four Republican lawmakers voted against a motion to adjourn the House until Thursday.

Moreover, in 1975, the speaker was granted the authority to appoint a majority of the members of the Rules Committee. Meanwhile, the power of committee chairmen was curtailed, further increasing the relative influence of the speaker. Additionally, since many speakers held office for multiple terms, often with non-consecutive periods, the time listed for each speaker represents the total length of their time as speaker. It is important to note that the period between the adjournment of one Congress and the convening of the next Congress is not included in the calculations.

Like Johnson an era later, Hastert was a relatively quiet member of the leadership who enjoyed goodwill generally in the rank and file. Hastert was speaker through the last two Clinton years and first six of the George W. Bush presidency. But he voluntarily resigned after the GOP lost badly in the 2006 midterms, a defeat Bush called "a thumpin' " at the time. If no candidate wins a majority, the House will continue to hold votes until one does. That has happened only 15 times in the chamber’s history, 13 of them before the Civil War. Republicans are eager to avoid the drawn-out floor fight that happened earlier this year when it took McCarthy 15 ballots to be elected speaker.

An election for speaker took place on January 4, 2005, on the opening day of the 109th Congress, two months after the 2004 elections in which Republicans won a majority of the seats. Dennis Hastert received a majority of the votes cast and was re-elected speaker. An election for speaker took place on January 7, 2003, on the opening day of the 108th Congress, two months after the 2002 elections in which Republicans won a majority of the seats.

It came after a historic fight that began when the hard right ousted Speaker Kevin McCarthy on Oct. 3, and raged on as the divided House G.O.P. nominated and then quickly discarded three other candidates to succeed him. 23Kevin McCarthy was elected Speaker on calendar day January 7, 2023, and legislative day January 6, 2023. Res. 757, "Declaring the office of Speaker of the House of Representatives to be vacant," Speaker McCarthy was removed from the Speakership on October 3, 2023. Rep. Ro Khanna, D-Calif., a progressive who is a member of the Armed Services Committee, said Sunday he would protect Johnson’s job if members of his far-right flank go through with their threat to oust him. Since then, Stefanik has led the charge among Republicans, pushing for the resignation of the university leaders.

More From the Los Angeles Times

Johnson has previously invited Jewish students to meet with him in the Capitol, and he has often allowed them to tell their stories of being under attack at school during news conferences. House Republicans have long accused elite colleges and universities of skewing left and pursuing a “woke” agenda that tramples on parental rights. But the antiwar outbursts on campuses across the country that began shortly after Hamas’s Oct. 7 attack on Israel — and the rise of antisemitism on college campuses, according to the Anti-Defamation League — are now oft-repeated targets of Republican criticism.

To secure the votes required to succeed fellow Californian Nancy Pelosi (D-San Francisco) as speaker, McCarthy had to agree to compromises that dramatically weaken the power of the post. After three weeks without a speaker, the House voted Wednesday to elect Rep. Mike Johnson of Louisiana. Most of them served in that long stretch when their party held the majority for four decades. The most recent Democrat, however, is Nancy Pelosi, still a House member and the House speaker emerita.

That prompted Democratic leadership to attempt to keep attacks from becoming personal. Over the weekend, 37 liberals voted against sending $14 billion in aid to Israel over concerns that humanitarian aid would not reach Gaza, joining 21 Republicans who did not support the measure over spending concerns. In other words, the Republican firebrands, who think the worst sin imaginable is to work with Democrats, voted with Democrats to oust their leader. This resulted in a series of ballots over three days before House Majority Leader Nicholas Longworth (R-Ohio) held an emergency meeting with those opposing. Their concern, similar to those issued against McCarthy, was over a series of rule changes that they believed deserved a fair hearing. Longworth obliged, and the next day Gillett garnered the 215 votes he needed to remain speaker.

The chairman of the Appropriations Committee was nominated by the party conference but withdrew after a magazine story accused him of marital infidelity. But this time around several Democrats have indicated they would cross the aisle to support Johnson and frustrate Greene & Co. if it came to a vote. Democratic leaders have indicated they are open to this, and it essentially repeats the strategy that allowed Johnson to pass the Ukraine portion of the aid bill earlier this month.

Sources told CNN earlier Wednesday that there was a "big push" to bring the bill to the floor once the House elected a new speaker. The House is now voting to pass a resolution in support of Israel in the war against Hamas – the first measure to come to the floor to be passed after Speaker Mike Johnson was elected this morning following three weeks of a speakerless-House. The House passed a resolution in support of Israel in the war against Hamas – the first measure to come to the floor after Speaker Mike Johnson was elected earlier Wednesday following three weeks without a speaker. Johnson is the sixth Republican elevated to the speakership since 1994, the year the party won its first House majority and elected a speaker of its own for the first time in 40 years. The hard truth is that the five who preceded Johnson (McCarthy, Paul Ryan, John Boehner, Dennis Hastert and Newt Gingrich) all saw their time in the office end in relative degrees of defeat or frustration. And to find a Republican speaker who left voluntarily in a moment of victory, moving on to another office, you have to go back to the mid-1920s.

The presidents of the University of Pennsylvania and Harvard have already resigned. And last week, Columbia's president became the latest to testify before Congress. Never mind that they are unfairly assigning racist motives to thousands of people protesting the killing of more than 34,000 Palestinian people, most of them women and children. It’s clear that these Republican politicians are less concerned with the wave of antiwar protests than using them for their own political ends. Rep. Scott Perry of Pennsylvania said lawmakers are having "productive" meetings, but voting could stretch into the weekend.

Furthermore, when no candidate received an Electoral College majority in the 1824 presidential election, causing the president to be elected by the House, Speaker Clay threw his support to John Quincy Adams instead of Andrew Jackson, thereby ensuring Adams' victory. Following Clay's retirement in 1825, the power of the speakership once again began to decline, despite speakership elections becoming increasingly bitter. As the Civil War approached, several sectional factions nominated their own candidates, often making it difficult for any candidate to attain a majority. In 1855 and again in 1859, for example, the contest for speaker lasted for two months before the House achieved a result. For example, from 1839 to 1863 there were eleven speakers, only one of whom served for more than one term.

Greene had vowed to press her challenge after Johnson announced a strategy to pass $95 billion in aid to Ukraine, Israel and Taiwan earlier this month. About two-thirds of that money was for Ukraine, an issue Greene had called her "red line" for moving against the speaker. House GOP lawmakers will huddle behind closed doors once again this afternoon, two members told NBC News. “I personally cannot, in good conscience, vote for someone who attended a white supremacist conference and compared himself to David Duke,” she said in an interview on CNN. Rep. Keith Self, R-Texas, posted on X that he plans to vote for Jordan in a floor vote for speaker.

He told reporters he did not want another vote Wednesday, saying lawmakers have not yet reached a deal. Still, even if these negotiations prove successful and 10 lawmakers do flip to McCarthy's column — which is far from certain — that doesn't get McCarthy to the 218 votes to win the speakership, so he would still have more work to do. To become speaker last year, Kevin McCarthy agreed to a change in the rules that makes it possible for a single representative to move to “vacate the chair” — that is, trigger a vote on whether to depose the speaker. That’s what happened last year after McCarthy avoided a default on the national debt, kept the government open and committed other alleged outrages. At the time, Republicans had won the majority despite losing a staggering 77 seats, shrinking their margin over Democrats from 171 to just 18.

On the eve of the Jan. 6 votes, Mr. Johnson had honed his arguments undermining the election to be more palatable. He presented colleagues with arguments they could use to oppose the will of the voters without embracing conspiracy theories and the lies of widespread fraud pushed by Mr. Trump. Mr. Johnson instead faulted the way some states had changed voting procedures during the pandemic, saying it was unconstitutional. And the hard-right Republicans who voted to oust Mr. McCarthy, setting into motion the three-week stretch of chaos that left the House without a leader, said Mr. Johnson’s ascension to the top job made their decision to depose the California Republican worth it.

Day 2 of the House speaker election: What to expect

In 1989 Speaker Jim Wright of Texas resigned under pressure following revelations about a book deal the House Ethics Committee saw as circumventing fundraising rules. Longworth's successor, John "Cactus Jack" Garner of Texas, left the office after just over a year to be Franklin Roosevelt's first vice president. Gingrich managed to restore many of the powers of the speakership but clashed repeatedly with Clinton and even with Republican leaders in the Senate. In 1997, in his second Congress as speaker, he barely survived a largely covert challenge from within his own leadership team. And just shy of his fourth anniversary in the job, he was voted out by the full House Republican conference in December 1998.

News Analysis: Whoever wins, serving as House speaker will be more like ‘being mayor of hell’

It’s only fitting, really, given the subtext of journalists being jailed around the world. How someone in power responds to 1st Amendment rights being exercised in criticism of the government says a lot about what they value. Republicans’ eagerness to deploy armed troops to quash peaceful protests suggests that they don’t really believe in free speech after all. Israel’s conduct in war against Hamas has eroded international support since Oct. 7 and threatens its special relationship with the United States. It was the Ohio National Guard that killed four unarmed students and wounded nine others at a rally against the Vietnam War at Kent State University in 1970.

December 1859 – February 1860

The House rejected the right’s favorite to replace McCarthy, Ohio Rep. Jim Jordan. Two other Republican nominees, Majority Leader Steve Scalise of Louisiana and Rep. Tom Emmer of Minnesota, were in the McCarthy mold; their candidacies fizzled for lack of support (and, in Emmer’s case, from former President Trump’s drive-by shooting). The humiliating impasse gave rise to talk of some bipartisan arrangement to run the House — MAGA’s worst nightmare. McCarthy drew false equivalence between the griping of sour-grape Democrats who lost elections and the pernicious legal and tactical fights Trump and his allies waged to overturn Biden’s victory.

An election for speaker took place on January 3, 1969, on the opening day of the 91st Congress, two months after the 1968 elections in which Democrats won a majority of the seats. John W. McCormack received a majority of the votes cast and was re-elected speaker. An election for speaker took place on January 10, 1967, on the opening day of the 90th Congress, two months after the 1966 elections in which Democrats won a majority of the seats. An election for speaker took place on January 4, 1965, on the opening day of the 89th Congress, two months after the 1964 elections in which Democrats won a majority of the seats.

James G. Blaine received a majority of the votes cast and was re-elected speaker. An election for speaker took place on March 4, 1871, at the start of the 42nd Congress, following the 1870–71 elections in which Republicans won a majority of the seats. An election for speaker took place on March 4, 1869, at the start of the 41st Congress, following the 1868–69 elections in which Republicans won a majority of the seats.

Partisan role

House Republicans who visited Columbia with the speaker made clear they would follow through with punishing colleges and universities if the protests are not controlled. Biden urged Benjamin Netanyahu to refrain from retaliation against Iran even though its attack appeared to defy the president’s own warning after Oct. 7. One faction, comprising an overwhelming majority of the House GOP caucus, is interested in accomplishing the possible. The other is more interested in aiming for the impossible and then complaining about falling short.

McCarthy is defeated in 11th ballot for House speaker

Both lasted only the minimum two years, the first ending with Democratic Harry S. Truman's surprise White House win in 1948. Martin was back four years later when Eisenhower was first elected president in 1952, but that tour at the top was cut short by his party's sharp losses two years later. The next two Republican speakers would be John Boehner, elevated to the job by the GOP recapture of the House in the "Tea Party" election of 2010. Boehner worked hard to fashion budget deals with both a Democratic President Barack Obama and a Democratic Senate. But his efforts alienated some in his own ranks who in 2015 formed an insurgent group known as the House Freedom Caucus. Increasingly exasperated with his untenable predicament, Boehner simply resigned in October of that year.

John Taylor filled the vacancy on November 15, 1820, two days after the start of the second session on November 13, 1820. In the 2006 midterm elections, the Democratic Party regained control of the House of Representatives. Nancy Pelosi was elected Speaker of the House, becoming the first woman to hold the position.

He vigorously used his powers to ensure that Republican proposals were passed by the House. Toward the end of the 19th century, the office of speaker began to develop into a very powerful one. At the time, one of the most important sources of the speaker's power was his position as Chairman of the Committee on Rules, which, after the reorganization of the committee system in 1880, became one of the most powerful standing committees of the House. Furthermore, several speakers became leading figures in their political parties; examples include Democrats Samuel J. Randall, John Griffin Carlisle, and Charles F. Crisp, and Republicans James G. Blaine, Thomas Brackett Reed, and Joseph Gurney Cannon.

Since then, there have been uncountable examples of armed responses to nonviolent activities ending with innocent people getting hurt or killed. “All I can tell you is that we had a productive meeting,” he said after leaving Rep. Tom Emmer’s office with several Republicans. GOP House leader Kevin McCarthy has been defeated in the last six rounds of votes.

The House elects a new speaker by roll call vote when it first convenes after a general election for its two-year term, or when a speaker dies, resigns or is removed from the position intra-term. An election for speaker took place on January 3, 1947, on the opening day of the 80th Congress, two months after the 1946 elections in which Republicans won a majority of the seats. Joseph W. Martin Jr. received a majority of the votes cast and was elected speaker.

After the Supreme Court voted to overturn Roe v. Wade in June last year, he celebrated. But even more than his election denialism, Mr. Johnson’s political career has been defined by his religious views. In December 2020, Mr. Johnson collected signatures for a legal brief in support of a Texas lawsuit, rooted in baseless claims of widespread election irregularities, that tried to throw out the results in four battleground states won by Joseph R. Biden Jr. A social conservative, Mr. Johnson played a leading role in recruiting House Republicans to sign a legal brief supporting a lawsuit seeking to overturn the results. We’re seeing a little bit of that here, with his gracious words toward Jeffries, promising to work together and find common ground.

A member of a joint program between the Jewish Theological Seminary and Columbia, he was in the crowd watching Johnson speak. He said he feels safe on campus but understands why others do not and that his roommate booked a last-minute flight home over safety concerns. The hearing launched further investigations by the committee and continual hearings to combat antisemitism on college campus, ending in Shafik’s Capitol Hill testimony last Wednesday.

Johnson says that he will bring to the floor “in just a little while” a resolution in support of Israel. “We’re going to show not only Israel but the entire world that the barbarism of Hamas" is "wretched and wrong,” he said. “We went through a lot to get here, but we are ready to govern and that will begin right away,” Johnson says in his first news conference as speaker. “From an outside point of view these last few weeks probably look like total chaos, confusion, no end in sight," he said. "But from my perspective, this is one of the greatest experiences of the recent history of our republic." Representative Ken Buck of Colorado said that Mr. Johnson was not involved in postelection efforts to invalidate the results, even though Mr. Johnson was a critical player in those activities.

This journey will be the line's longest, sailing for 154 nights and visiting 77 ports in 41 countries across six continents. The itinerary includes three new ports of call for Regent, including Lifou Island and Mare of the Loyalty Islands in the New Caledonia archipelago. Count on visiting 47 UNESCO World Heritage sites, including Australia's Great Barrier Reef and Robben Island in South Africa. If you've ever dreamed of packing up and sailing away, a world cruise might be your fantasy come to life. You pack your bags once and get to see more countries than many people see in a lifetime.

Choosing Your world cruise Adventure

Beginning in Fort Lauderdale and concluding in Barcelona, the sailing spans 123 nights with visits to 31 countries. The cruise kicks off with a welcome celebration, and guests can enjoy themed onboard and shoreside events and gala dinners throughout the sailing. Never mind the moniker, a world cruise may visit several continents but not circumnavigate the globe. Cruise lines usually designate one ship (a few offer two) to sail about 100 days or longer — some even sail more than 200 days — without repeating ports.

World cruises also often take place on older ships, particularly on mainstream lines. "I don't think they'd want one of their newest ships out of commission for months," Kuther added. Explore the orange sand dunes of the world’s oldest desert in Namibia.

For travelers who can’t – or would rather not – spend so much time at sea, many cruise lines also sell segments of those itineraries separately. That allows guests to embark for days, weeks, or months at a time and adds new faces to the mix. Then again, if you can find the time, it's tempting to complete most of your bucket list in a single, epic trip when you circumnavigate the globe onboard a cruise ship. The iconic world wonders you'll see are only the beginning on this epic adventure.

Walk along the Street of the Knights and see the iconic Palace of the Grand Masters. Discover the natural beauty and intriguing whaling history of the Sapphire Coast. Marvel at the city’s collection of art deco architecture or sample wines from Hawke’s Bay. Explore Waitangi’s role in the history of New Zealand and its network of picturesque islands.

The world wonders continue with the ancient Mayan ruins of Mexico's Chichén Itzá or the former Incan citadel in Peru's UNESCO World Heritage Site, Machu Picchu. Plan a cruise around the world, and visit ports you may not know even existed. Designed with acres of glass offering panoramic vistas of sea, sky and land, Serenade of the Seas® is the perfect ship for scenery-scoping.

This is, of course, based on the inventory available since this cruise started booking in November 2021. Disney Dream Mediterranean Cruise with Silver Anniversary at Sea

But by halfway through the trip, there was no line at all. Explore Britain's majestic coastline and discover England, Scotland and Ireland. You'll visit the landmark Irish city of Cork, stop off at the coastal town of Greenock in Scotland and spend the day in Portland and historic Liverpool. When you're not visiting these fantastic ports of call, you can relax onboard the Disney Dream during 2 magical days at sea.

Personal Navigators: Disney Dream 8-Night Mediterranean with Greek Isles Cruise from Civitavecchia – June 12, 2023

Disney offers several cruise excursion options, and some buses and taxis will take you into Rome. If you are visiting Pompeii with the kids, I think you should be prepared to see a lot of sexually explicit items in the market just outside of the Pompeii Archeological site. The vendors will be selling everything from calendars to posters featuring visuals of corpses in sexual poses. While you will port in Naples and can spend time there, we chose to do an excursion through Disney Cruise Line that allowed us to visit both Pompeii and Sorrento.

Day 2 – June 11, 2022 – Messina (Sicily), Italy

All tours turned out to be far better than the previous Disney excursions, they were all at our pace, and they were all far less expensive than if we had booked through Disney. An added benefit was that each tour was timed to avoid the crowds from our ship and other ships. Every night on the ship when we were listening to other cruise-goers complain about their tours, we felt like we made the right decision. January is a perfect time to think about not only doing a cruise with your kids this coming summer but doing a cruise with your kids next summer.

Your Dream Team

You can do both, but in my opinion, it is not ideal. We decided that we wanted someone to actually take us from places to place instead of relying on buses and walking so we did a semi private tour. The excursion also allowed us our own time to explore Sorrento.

European and Mediterranean Cruises

Embark on your cruise in the bustling, cosmopolitan city of Barcelona before traveling to culturally rich cities throughout France, Italy and ending in Spain. With 2 days at sea, you and your family will be able to experience the world-class entertainment, immersive kids' activities and relaxing adult-exclusive spaces onboard the Disney Dream. There are activities on Disney cruises for every age beyond the kids club. Our default on our Disney Mediterranean cruises was always the pools.

Day 6 – June 15, 2022 – Piraeus (Athens), Greece

We followed a tour guide group into Old Town, which was lined with small shops, kiosks, restaurants, and a gorgeous view of the bay. We had lunch from Cabanas (the buffet) and ate it by the pool, checked out our room, and then got changed for the Muster Drill, Sail-A-Wave party and dinner. This was Disney cruise #4 (we’ve done Alaska, Bahamas, and Mexico), and it was our favorite one.

The pools are good and never seem overly crowded, even on days at sea with 1,000 captive kids on the ship. Our kids enjoyed the waterslides, but I would highly recommend waiting to go them. The line for the Aqua Dunk – the slide that drops suddenly and shoots you in a tube over the side of the ship and back – was over half an hour the first day of our most recent cruise.

Pretty much everyone in our tour group snoozed for the entire ride to Pompeii. This was about a 10-hour excursion, which was definitely a long one for the kiddos, but so worth it. Also, in the middle, we were treated to an epic 4-course meal with wine pairings, overlooking the ocean. Sharing a recap of our 7-night Mediterranean cruise (Italy and Greece) on the Disney Dream! This is not sponsored (I wish, lol), but I’m excited to share our experience.

On this particular cruise, we stopped in Naples, Mykonos, Santorini, and Chania, and we had planned excursions in Naples and Mykonos. If you are looking to do some shopping, Monaco has many upscale shops and stores. If you are without children, you can go inside and check it out or take your chances and play the tables. Those with kids can go no further than the foot of the stairs. Because it is so hilly, you might want to take a local bus to get from one end of the town to the other.

You take a smaller tender boat to the base of the port, where you take a cable car up the steep hill to the town of Fira (lots of shopping and restaurants). You can also walk up stairs to the top, but there are 400+, which may not be realistic for small children or those with mobility difficulties. Our plan was to take the cable car UP, but walk down the stairs at the end of the day.
